The European Commission - through CINEA - has published a new study aimed at strengthening skills development across the blue economy—covering sectors such as offshore renewables, fisheries, maritime transport, and marine biotechnology.
At the heart of the study is BlueComp, a new EU competence framework designed to guide education and training in four key areas:
understanding the blue economy
digital and data skills
sustainability and resilience
business innovation
BlueComp aligns with existing EU tools like the European Qualifications Framework (EQF), ESCO, and complements transversal frameworks such as GreenComp and DigComp.
The study highlights a growing demand for green and digital skills, including data analysis, GIS, cybersecurity, and sustainable resource management. It also identifies gaps in training access, especially in remote coastal areas and emerging sectors like marine robotics.
