
The European Commission has unveiled a bold new Sustainable Transport Investment Plan (STIP) aimed at accelerating the EU’s transition to climate-neutral mobility, with a strong focus on the aviation and waterborne transport sectors.
Transport remains one of the EU’s most challenging sectors in terms of emissions, accounting for a significant share of greenhouse gases. The STIP sets out a strategic framework to scale up renewable and low-carbon fuels, particularly in aviation and maritime, where electrification is limited.

Key Highlights of the Plan:
Ambitious fuel targets: Under the ReFuelEU Aviation Regulation, the share of sustainable aviation fuels (SAF) must rise from 2% in 2025 to 70% by 2050. Similarly, the FuelEU Maritime Regulation sets targets for sustainable maritime fuels (SMF), with mandatory quotas kicking in from 2034.
Boosting industrial capacity: The EU aims to retain its global leadership in advanced biofuels and e-fuels, with over 40 e-fuel projects currently in planning stages.
Addressing market barriers: The plan identifies key challenges such as high production costs, limited feedstock availability, and mismatched contracting practices between fuel producers and operators.
Coordinated investment: STIP proposes better alignment of EU funding instruments, including the Connecting Europe Facility (CEF), and enhanced collaboration among Member States to unlock private and public investment.
This strategic approach is essential to meet the EU’s climate targets, reduce dependency on fossil fuels, and ensure Europe remains competitive in the global clean transport market. The plan complements existing regulations and initiatives, including the Alternative Fuels Infrastructure Regulation (AFIR) and the High-Speed Rail Action Plan.
