Call for evidence

The European Commission has launched a call for evidence to help shape the upcoming EU Strategy for Coastal Communities, a key initiative announced under the European Ocean Pact. This consultation is open until 23 March 2026 and invites citizens, organisations, regional authorities, and all coastal stakeholders to share their views on the future of Europe’s coastal regions.

Coastal areas are home to around 90 million Europeans and represent some of the EU’s most valuable environmental, economic, and cultural assets. At the same time, these regions face increasing pressures - rising sea levels, erosion, extreme weather, biodiversity loss, housing shortages, overtourism, and limited access to essential services.

The new strategy will define how the EU supports coastal communities in becoming more resilient, competitive, and inclusive in the years ahead.

Through this call for evidence, the Commission seeks feedback on:

  • The main challenges faced by coastal communities today.

  • The policy areas that should be prioritised in the new strategy.

  • Which existing EU initiatives work well, or fall short, and how EU action can better complement national, regional, and local efforts.

  • What concrete measures the EU should propose to strengthen coastal resilience, economic development, and quality of life.


What the future strategy aims to deliver

The feedback collected will inform of a strategy designed to:

1. Boost economic competitiveness
Unlocking the potential of the blue economy, accelerating innovation, advancing decarbonisation, and improving connectivity in coastal regions.

2. Enhance resilience and adaptation
Supporting climate adaptation, energy autonomy, environmental protection, and nature restoration across European coasts.

3. Foster inclusive and vibrant communities
Ensuring access to essential services and jobs, strengthening community identity, and supporting sustainable local development.


The strategy will also complement the EU Strategy for Islands, with both initiatives expected to be adopted by summer 2026.
