BlueActionAA – Transition Agenda Call 1 | Funding Opportunity for Transition Agendas Across the Atlantic & Arctic Basins

BAAT-01

The BlueActionAA Transition Agenda Call 1 (BAAT‑01) is now open, offering targeted support for actors across the Atlantic and Arctic basins to design and implement Transition Agendas - strategic roadmaps, policy recommendations, and regulatory innovations that advance the goals of the EU Mission “Restore our Ocean and Waters by 2030.”

BAAT‑01 funds the development of Transition Agendas that help communities and governance bodies plan long‑term actions for sustainable blue economy transformation. Supported outputs may include:

  • Strategic roadmaps for Mission communities

  • Policy recommendations for EU, national, regional or local authorities

  • Regulatory innovation proposals enabling cross‑sector collaboration and technology uptake

These agendas must contribute to at least one of the Mission’s core objectives:

  • Protect and restore marine and freshwater ecosystems

  • Prevent and eliminate pollution

  • Advance a carbon‑neutral, circular blue economy

Funding Available

  • At least 10 grants will be awarded

  • Each project may receive up to €100,000 in funding

  • Grants support both single applicants and small consortia (max. 6 partners)

Who Can Apply

Eligible applicants include:

  • Regional and local public authorities

  • NGOs, foundations, professional associations

  • Civil society organisations

  • SMEs and larger enterprises

  • Education and research institutions

Applicants must be established in:

  • EU Member States (including outermost regions)

  • Overseas Countries and Territories (OCTs) linked to EU Member States

  • Horizon Europe associated countries as of 1 September 2025 (e.g. Norway, Iceland, UK, Canada, Georgia, Moldova, Türkiye, Ukraine)

  • Submission deadline: 29 May 2026 (14:00 CET)

  • Results announcement: 30 September 2026

  • Project kick‑off: early November 2026

The Transition Agenda Call is a key mechanism for mobilising public authorities, local actors, academic institutions, and community stakeholders to accelerate systemic change and long‑term sustainability in the Atlantic and Arctic basins. It helps bridge science, policy and community-driven action, ensuring that innovative solutions are scaled and integrated into governance frameworks.
